Philo D. Hall, JD, is Executive Director of the Center for Biologic Policy Evaluation. In this role he oversees the execution of CBPE’s mission to promote and inform the drafting of science-based and medically appropriate biologic policy through international cooperation and collaboration.
Mr. Hall brings nearly 20 years’ experience in public and private health care and life sciences law and policy. He previously was Counselor to the Secretary of the U.S. Department of Health and Human Services, where he directly advised the Secretary and led and managed Departmental initiatives on a diverse portfolio of issues, including health information privacy, HIV/AIDS, chronic disease prevention, health information technology, and the reform of the Louisiana health care system following Hurricane Katrina. Mr. Hall also earlier served as Associate Director for Health on the White House Domestic Policy Council and as professional staff on the U.S. Senate Committee on Health, Education, Labor, and Pensions.
Mr. Hall comes to CBPE from EBG Advisors, a Washington, DC based health and biotechnology consultancy comprised of an international network of attorneys, policy analysts, strategists and health care professionals. He earned his JD from the Catholic University of America Columbus School of Law and his BA from the College of the Holy Cross.
